Test object:
Add an VES_Event_Registration artifact to an existing VF Resource.

Steps:
1. Go to SDC/Catalog/VFs
2. Select a VF, and check it out.
3. Add a new deployment artifact (a VES_Event).

Expected result:
1. A new artifact is uploaded and displayed in the VF Deployment Artifacts section of SDC

Result, using SDC 1.6.5:
1. SDC displays error (HTTP 403)
2. SDC displayes internal error: SVC4301
