SDC-2727 introduced support for parsing the policy definitions contained in the VNFD of an onboarded VSP, however the implementation is not compliant with tosca simple yaml profile.

Tosca simple yaml profile defines that the policies in the topology template appear as a list but this implementation enforces they must appear as a map.

This prevents the onboarding of valid VSPs containing a valid definition of policy definitions in the topolgy template
