Fix the issue around the base helm to support the vsp of the helm as base type.

The purpose of the work item is to remove the workaround applied in Guilin release, to create VF from VSP that does not contain HEAT artifacts. Now SDC does not allow to create VF when there is no HEAT artifact in VSP and to support VSP with only HELM artifacts inside, SDC creates dummy HEAT artifact. The side effect of that is that dummy heat is assigned as a base one so the real ones of type HELM never can be treated as base ones, even though one of them is a base one in the VSP manifest.

The purpose of this change is to remote this workaround and to let creation of the VF from VSP when there are no HEAT artifacts inside.
