When HELM only VSP package is being distributed from the SDC exception is raised by onboarding-be that reports about base_template.env file missing in /var/lib/jetty location. When files are created manually (copying them from here https://github.com/onap/sdc/tree/master/openecomp-be/backend/openecomp-sdc-vendor-software-product-manager/src/main/resources) the VSP package gets accepted. The current workaround is to create base_template.env and base_template.yaml files in the pod manually.
