Error when onboard CSAR package which contains airtifact name with '@'. 

Based on YANG specification (RFC7950):

YANG modules and submodules are typically stored in files, one"module" or "submodule" statement per file.  The name of the fileSHOULD be of the form:   module-or-submodule-name ['@' revision-date] ( '.yang' / '.yin' ) YANG parsers can find imported modules and included submodules viathis convention.
