SDC onboarding processor has been made a bit more strict in H release

SDC requirements are to have heat files and env mapped in a MANIFEST.json file

(this is explained in the doc : https://docs.onap.org/en/latest/guides/onap-user/design/pre-onboarding/index.html)

previous versions of SDC were not so strict about its presence, but now it needs to be there even for basic packages used in python-sdk.
