Declare Input button becomes inactive when the checkbox is unchecked. In Service creation GUI, under Properties Assignment click on checkbox next to parameter, set some new value and click Save. After that the "Declare Input" button becomes inactive and it is not possible to declare that changed parameter as Input until the GUI is refreshed. Actually the "Declare Input" button becomes active when the checkbox is unchecked, so it is behaving in the opposite way from the expected.
