SDC tries to recreate existing node type during Import VSP

      Node type definitions are added to the global substitutions map during onboarding and are subsequently attempted to be created during VSP import.

      No attempt should be made to create node types that already exist. This is currently handled during onboarding by not adding any node types to the global substitutions that are present in a static list of files (sdc/common/onap-tosca-datatype/src/main/resources/globalTypes).

      This list can (and has) become out of date, preventing on onboarding/importing of some valid VSP packages. This fix is to introduce a check during the import that will ignore and node types in the global substitutions that already exist, thereby removing the need to keep a hard coded list up to date
