SDC cannot parse CSAR with "max_bitrate_requirements" parameter value in VNFD set to 10000000000
The problem was faced during the CSAR onboarding to SDC.
There was a parsing issue with the mentioned parameter due to value which is out of limits and cannot be parsed by SDC.
When removing one "0" - the parsing goes through.
"max_bitrate_requirements: root: 10000000000"
this is the default value in CSARs generated

Looking at the tosca definition for integer type there does not appear to be a restriction on the value size (i.e. unlike Java not restricted to 32 bits).
