As user is creating a VSP, the overview page is shown

If the user forgets to select a value for the license type (external or internal)

he will receive errors that no license is attached when he does a submit.

Now when returns to the license assignement, the drop downs are disabled unless he goes back to the overview and set it to internal

so there is an inconsistency in assumptions, one screen (license assignement) assumes that the default is external license, whilst submit button assumes the default is internal

It would be best to set the radio button to a proper value by default to avoid this inconsistency
