When a user selects License External in Onboarding, the created VSP still enforce the selection of a Vendor, which in turn implies that some license artifacts are still part of the created package.

This is confusing for clients that receive the created CSAR eventually, there should not be a reference to a vendor, or that reference should be optional to avoid the additional artifacts.

The behavior should be changed so that when the user selects External, no additional vendor artifact are added to the CSAR.
