The new checks for Manifest.JSON file in onboarded zip file is causing troubles with old packages that did not have this file.

Would it be possible to create a configuration parameter to allow for this to be an optionnal enforcement (maybe set to enforce by default)

Some SDC users have lots of packages and it would be tedious to redo all of these, so we would prefer to have this as an optional check
