Exposing parameters setup by Chef during startup of SDC-BE container.

The parameters located in the file

src/main/docker/backend/chef-repo/cookbooks/sdc-catalog-be/templates/default/BE-janusgraph.properties.erb

parameters to expose are:

storage.cql.read-consistency-level=LOCAL_QUORUM
storage.cql.write-consistency-level=LOCAL_QUORUM
cache.db-cache = false

The parameters will be exposed as variables that can then be provided through chef environment and later on, overridden by Helm charts
