Init upgrade is failing for node types that have different vendor releases

      The upgrade path from the sdc-be-init is failing related to same node type that have different vendor releases.

      This issue was introduced by SDC-3629, breaking part of the changes from SDC-3470. 

      To reproduce, just run the SDC solution with an existing SDC Cassandra database (already initialized).
