Steps to reproduce:

1. Add constraints to property (Screenshot from 2022-12-22 13-50-09.png), Save
2. Open Property for editing and set 'Default Value' without changing constraints , Save and see Exception (Screenshot from 2022-12-22 13-58-12.png)

Root Cause:
NPE in org.openecomp.sdc.be.datamodel.utils.PropertyValueConstraintValidationUtil#evaluateConstraintsOnProperty

propertyConstraint.initialize(toscaType);

propertyConstraint is null
