Constraint validation - Policy Properties in a Service

      When a value is set for a property of a policy in a Service, that value must be validated against the constraints specified for the property in the policy type definition and the constraints specified in the data type definition for the property (where the type is complex). The constraints must be recursively checked on properties of the data type.

      It should be possible to re-use existing functionality in class PropertyValueConstraintValidationUtil to perform the validation. This class is currently used for validating properties on the service itself, component instance properties etc.

      Checking against constraints should not be performed where the value is a TOSCA function expression

      Where validation fails an error message must be displayed to the user to indicate the constraint that has been violated
