Extension loading is not working when the JTOSCA module is being used as a dependent library.

In the current implementation; class path resources are being parsed in directory as file system resources which is not working as the resources are not present directly on file system.

To reproduce this issue; use the JTOSCA module as maven dependent plugin in your application and try to import TOSCA CSAR with version != "Tosca Simple Yaml 1_0".
