As an SDC TOSCA Model consumer I would like the distribution notification event message to include the  Context Workload.

Overview:
When sending a Distribution Event, The production Workload context should be in the published event.
When VID will instantiate the context workload (phase 2) VID might instantiate a non-production workload. in such a case MSO will re-distribute the model, were the distribution event will include the workload instantiated by VID.

Acceptance criteria:

Upon distribution of a service, the notification event shall include the workloadContext parameter populated as follows:
In phase 1, E1802, value will be "Production"
In phase 2, 1802, value will be provided by OPS user before distribution (new UI behavior)
