as a PTL,

I want to align the SDC-DOCKER-BASE packages,

so that SDC-DOCKER-BASE will have the same namespace as the ONAP project.

DOD:

1. update all the packages folders and imports from org.openecomp -> org.onap
2. update the pom file and change the artifact id
3. grep the code for org.openecomp review the item found and decide what should be done with them.
4. validate the project compiles successfully. 
5. the dockers are built successfully
6. update the sdc projects using this artifact(sdc) with the new dependency.
7. update the artifact version in pom and properties version.
8. the code compiles and unit tests pass.
9. create a release version.
