I would like sdnc-northbound (1.2) to have improved sonar coverage, hopefully to the 30% ONAP target.

Historically, this subsection was disabled because if they test cases has dependencies on things outside the platform and the immediate subsystem, they would always fail. Other groups have worked around this via some form of simulation. We should make similar changes that allow us to enable testing this section and get better coverage.
