Currently, mount point state changes are being sent to the VES Collector by default. However there are instances of certain production environments where VES Collector is not planned to be deployed or will be deployed at a later phase. Not having a VES Collector running results in logging of "Connection Refused" messages in the karaf log and this should be avoided. There should be an option to turn on/off sending messages to VES Collector based on the target environment.
