sdnc/sdnr database init script fails

      onap/sdnc-image:2.2.0-SNAPSHOT.

      Problem "startODL.sh" is using env "$FEATURES_SDNR", that is not specified.

      • Expected value:
        ENV FEATURES_SDNR system/org/onap/ccsdk/features/sdnr/wt
      • Mid term: Should be specified in base image odlsli
      • Short term: Fix in startODL.sh
