Today sdnc/oam/installation/sdnc is genering an image as below:

sdnc-image : Opendatlight distribution + SLI Features (ccsdk/sli all Features) + SDNR Features (ccsdk/features, ccsdk/oran) + SDNC Features (sdnc/northbound)

Where sdnc-image doesn't need/use any of SDNR Features and SDNR Features doesn't need all of SLI and any of the SDNC Features

Idea is to take SDNR Features out of the sdnc-image and have separate image (may be as sdnr-image)

There are two places the new SDNR image can be
1) ccsdk/distribution - odlsdnr (in parallel to odlsli)
2) sdnc/oam/installation - sdnr (in parallel to sdnc)

New SDNR image will have Opendatlight distribution + SLI Features (some of those which are really required) + SDNR Features (ccsdk/features, ccsdk/oran)

Having sdnc and sdnr in separate images will server intended purpose individually and will be lightweight containers.
