      Create VXLAN tunnel between two DC gateways.

      L3 VXLAN tunnel actually is set up manually before VoLTE service instantiation.  The Directed Graph here is to send REST API (defined in story SDNC-43) request to DC Gateway Controller, this will make local networks accessible to the remote DC which is connected by L3 VXLAN tunnel.  

      The Directed Graph implementer needs to work with SO team to fill in all the parameters needed by overlay JSON template defined in SDNC-43
