Objective: make SDN-R apps available within SDN-C docker image for deployment.

• SDN-R feature do import netconf-API and require netconf-API "provided" by the container.
• SDN-R feature does not know if the netconf is running in cluster or non-cluster variant .. so can not start service as dependency.
  => netconf service should be added to SDNC container in sdnc/oam repo (Sub-Task 4)
