Per OOF PCI Use case, SDN-R has to respond to configuration messages from Policy to support SON use cases, such as PCI/ANR OOF. This user story relates to updating properties files for DMAAP consumer to support this use case, to support a single consumer for topic SDNR-CL.  Update dmaap-consumer-oofpcipoc properties file.
