Activation of generate-cp-instance-id DG fails with the following error:

2019-10-15 14:27:35 [main] ERROR org.onap.ccsdk.sli.core.sli.SvcLogicLoader - hasGraph returned false for ActivationEntry [module=GENERIC-RESOURCE-API, rpc=generate-cp-instance-id, version=1.8.0, mode=sync]

This is often an indication that the version in the DG is set to a hard coded string instead of to ${project.version}
