      Update Reference data for northbound_request_ref_lookup and building_block_detail tables for Casablanca release (AutoScaleOut)
      The ACTION value should be changed to "scaleOut" instead of "createInstance" in this below
      northbound_request_ref_lookup       table value 
      ('VFModule-ScaleOut', 'createInstance', 'VfModule', true, true, '7','7');
      Also, update building_block_detail TARGET_ACTION and RESOURCE_TYPE values to be set to CUSTOM.
