    Description

      During the instantiation and scale-out operations, the SO should support processing of the configuration parameters with the below four variants -

      1. Reference to SDN-C preload data - Substitute the values from SDN-C preload
      2. Absolute values
      3. Reference to AAI fields
      4. No configuration data - Don't fail the request

      Currently when no configuration data is provided the SO returns an error.
