Implement new database table to persist user parameters

      SO shall create a new table in the catalogdb database to persist the data associated with workflow user parameters. The new table shall be named "user_parameters" and have the following columns:

      1. ID
      2. NAME
      3. PAYLOAD_LOCATION
      4. LABEL
      5. TYPE
      6. DESCRIPTION
      7. IS_REQUIRED
      8. MAX_LENGTH
      9. ALLOWABLE_CHARS
      10. CREATION_TIMESTAMP
