skip_post_instantiation_configuration schema and tosca ingestion

The catalog for PNF and VNF will include additional property for skip_post_instantiation_configuration . The skip_cds_config_bb shall be ingested from the tosca for PNF and VF Node Type. 

in tosca the property is defined as skip_post_instantiation_configuration and shall be ingested to the PNF and VNF table of skip_post_instantiation_configuration .  In tosca the skip_post_instantiation_configuration  is a Boolean with True or False values.
