When we tried to run via docker setups without having application.properties, since it runs via docker-compose, it throws error of NoClassDefFoundError for org.onap.so.bpmn.infrastructure.workflow.service.ServicePluginFactory

As it is static block and it throws exception, it never get loaded and it is causing this error.
