Catalog-db-adapter is exiting with error code while connecting with Mariadb and not coming up on local setup.

steps to reproduce:

 
clone this branch
https://github.com/onap/so-docker-config.git
 
and run docker-compose up with latest so images. 
 
If catalalog-adapter shows connection refused put some delay in catalog-db-adapter untill catalogdb is created in database.
