When triggering Instantiate or Terminate operation on SO NFVO through SOL005 APIs, the JobManager creating the NSLCM operation instance is using NS InstanceId as the operation id. Instead a new unique Id should be used as Operation Id.

Using NS InstanceId as Operation id would also cause confusion and processing errors as Instantiate, Scale, terminate operations will have same Operation Id.
