Enable use of Multicloud OpenStack Endpoint Proxy to Instantiate VNFs

      As a user of SO I'd like to be able to use Multicloud to instantiate VNFs in order to take advantage of various Multicloud features not present in standard openstack API.

      While a generic VNF instantiation Multicloud API would be ideal, due to time and resource constraint for casablanca and the fact that a generic API does not yet exist, this story enables using multicloud's existing OpenStack Endpoint Proxy which is essential a shim over OpenStacks APIs. To accomplish this SO's current SB OpenStack API will be used, with some small extensions for homing. Use and extension of SOs current SB OpenStack API should be done in a backward compatible way, so that using configuration, someone could still use OpenStack directly.

      As part of this work SO's static cloud configuration needs to be update to pull {cloud-owner}, {cloud-region-id} from AAI. This will allow dynamic composition of multicloud endpoint API url. This will also remove one hard-coded inflexible config for SO.
