As a user of SO I'd like to instantiate a service that is homed to a cloud with HPA features. I'd like those HPA features to be represented as flavors that are passed to multicloud from SO and used to instantiate the correct HPA enabled VMs.

To enable this flavors should be passed to the VNF instantiation portion of SO and used by the extensions created in 

This story also entails removing flavor modification code contributed for Beijing in SO. I.E. the flavors should no longer be directly substituted in SO, but rather left for multicloud to substitute where needed.
