Create and add the files required to include SO-Monitoring's docker image in the full SO build.

The following tasks are required to achieve this:

• Add "Dockerfile.so-monitoring" to the "so/packages/docker/src/main/docker/docker-files/" directory.
• Add the "logback.xml" to the "so/packages/docker/src/main/docker/docker-files/configs/logging/" directory.
• Update the "pom.xml", located here: "so/packages/docker/pom.xml". Adding the SO-Monitoring image and dependency tags.

Test the final docker image manually and through the addition of SO-Monitoring to the SO Helm Chart.
