When testing multiple vGW's it was observed that the vGW wasnt getting a DHCP address from the vDHCP/vDNS on the CPE_PUBLIC network.

two configuration issue
1. kea dhcp was set to listen on eth0 instead of eth1 in the kea-dhcp4.conf (kea-dhcp4-nohook.conf)
2. the ip address block was for the 10.3.0.0 network instead of the 10.2.0.0/24 network

Default SDNC preload had permitted the vGW to work which is why this didnt get caught earlier.
