there is some problem with step 6 in vCPE instructions

it's not working out of the box, and e.g. in our case we had to
install explicit version of libraries to get it working

this task is to analyze this further and make it more reliable, eventually update instructions.
Observed behavior:
- vcpe scripts are not comaptible with some of the latest versions of libraries
- on vanilla red hat 7 distro - setup.sh will fail on conflicts
