ETE will time out waiting for stack to be deployed even though the Rackspace status is IN_PROGRESS. Robot will poll MSO for 10 minutes after a stack deployment. If no failure is detected, robot will poll RS for another 10 minutes before proceeding with stack validation

Indications are that in the failure cases observed, RS is taking more than 20 minutes to instantiate the stack resulting in a premature failure. It should be noted that this is an atypical situation.

Most often, timeouts are indicative of a failure. The robot software will be audited regarding the significant timeouts and a strategy for managing them for different environments to optimize detecting failures and to avoid premature failures.
