VID GUI does not come up at Portal's first attempt to bring up VID GUI

    Description

      After ONAP install, when the first time to bring up VID from Portal, it fails. See attached screenshot (you can see in the screenshot that browser could not resolve portal-app.onap). The subsequent attempt to bring up VID can succeed without any change.
