Update chapter 7 and 8 requirements to include current requirements that reflect the updates needed

Changes would include: updates to Monitoring and Management requirements including new VNF Telemetry section for VES/JSON, YANG and Google Protocol Buffers, updates to Configuration Management requirements including further requirements for Ansible playbooks and new VNF commands supported by APPC , and new Appendix with Ansible playbook examples.
