The requirement text states
R-51910: The VNF MUST provide all telemetry (e.g., fault event records, syslog records, performance records etc.) to ONAP using the model, format and mechanisms described in this section.

For this requirement to standalone we would have to include most of the text from the following section which is chapter 7.4.5 Monitoring & Management Requirements. The fact is all of this section has already has individual requirement tags for the relevant subsections except for one, 7.4.5.5 KV-GPB/GPB

My recommendation would be to remove R-51910 and create one or more specific requirements for GPB option. Suggestion based on text is sub section 7.4.5.5:

R-xxxxx If KV-GPB is used VNF providers MUST supply valid KV-GPB definition file(s) to allow for the decoding of all KV-GPB encoded telemetry messages.
R-xxxxy If Compact GPB is used VNF providers MUST supply the necessary GPB .proto files such that GPB telemetry messages can be encoded and decoded.
