      R-68990 “The xNF MUST support the :startup capability. It will allow the running configuration to be copied to this special database. It can also be locked and unlocked.” We believe this should be a SHOULD not a must as if the running datastore is stored persistently and backup/restore functioanlity is implemented there is no need for this.
