In an effort to enable DCAE to update to the new 7.1.1 schema in the Frankfurt release, the schema update will be updated independently from the spec document updates. This will allow ample time to handle all spec feedback, while allowing the schema (which has no open review comments) to be baselined independently.

NOTE: There is still an open issue on where the official schema should reside, but that will be handled separately as the most important part is what the content of the schema is.
