3GPP does not support multiple listener IPs, but the current requirements for VES and ONAP require the VES event sender to maintain a primary and backup endpoint and failover if one of the endpoints becomes unavailable.

This issue will need to be resolved between 3GPP and ONAP. For now, ONAP and VES will maintain their current requirements.
