Update the VNF Requirements for the VES Event Listener to add a new domain enum "stndDefined", and a new field in the VES Common Header stndDefinedNamespace which is only populated if stndDefined is the domain.  We will also need to specify the contents of the stndDefined event.

This story will be targeted at additional requirements, which are applicable, when using stndDefined domain.
Such requirements need to be provided in VNF Requirements list as "R-" requirements.
