Today, requirement authors must generate requirement IDs using the make_ids.py script which generates a random ID not currently in use in the requirements document.

This requires authors to cut and paste IDs from the scripts.

With this feature, the author can simply write the requirement as normal, and run a script to insert the requirement ID.

Here's how it will work.

1) Author writes the requirement as normal, but does not provide the :id: or :introduced: tags.
2) Author runs the assign_ids.py script which will fill in missing requirement IDs and :introduced: tags on any requirement.
3) Author can commit changes per normal
