[VES Spec] Update publishEventBatch to support stndDefined

      The VES Spec 7.2 contains a requirement for publishEventBatch, that all events shall belong to the same domain.
      This needs to be updated for stndDefined domain.
      In such a case all events shall have the same value of stndDefinedNamespace CommonHeader field set.
