refrepo: unit test on file size fails depending on Locale

    • platform where the Locale is Fr_fr.

      the unit test PackageResourceTest.testformatFileSize() in module vnf-sdk-marketplace fails when run from a platform where the Locale is Fr_fr.

      In that case, formatted String is "1000,00M", not "1000.00M"
